IMPORTANT NOTICE: Regarding debit card PIN regulation

Durbin Amendment:
• In 2010, Congress passed the Dodd–Frank Wall Street Reform and Consumer Protection Act (Pub.L. 111-203, H.R. 4173).
• The bill stipulates that all electronic payment cards must be capable of routing transactions on two or more “non-affiliated” networks. Cards must be compliant with Durbin by April 1, 2013.
• A PIN network is being combined with the existing signature network in use for cards (this could be either MasterCard or Visa)


What this means to you: 
• Card Reissue is not needed
However, all cards that are in circulation today (New, Active or Temp Inactive) must have a PIN made available to be used for PIN debit purchases.
• How to receive your PIN:
The most cost effective way to provide a cardholder their PIN is to use the e-PIN delivery functionality. e-PIN delivery provides a simple and secure way for participants to view their PIN on the FBA WealthCare Portal. The FBA WealthCare Portal “My Cards” page provides a “View PIN” button next to each card number. Upon clicking “View PIN”, FBA WealthCare Portal pops-up a new window containing the card’s four digit PIN.


Note: In order to provide a PIN securely on the web, only the last four digits of the card number will be visible on the WealthCare Portal, a change to existing ability to view the full card number. The card’s PIN will be presented in a JPEG image on the WealthCare Portal in order to provide the most secure delivery of PIN possible.

Participants who have registered emails on file will be receiving notification of these changes next week and will be directed to retrieve their PIN from the FBA Wealthcare Portal.  Detailed information will also be available on our website at www.flex-admin.com. 

*A PIN mailer is a piece of mail delivered to the employee containing the four digit card PIN. PIN mailers are sent separately from a card package in order to ensure that the card number and PIN do not arrive at the participant’s house at the same time.
